Request for Report on the Change of Timeline Processes for By-Law Implementation

Background

After the deadly traffic accident that killed an 11 year old Kennedy Public School student, school officials, parents and residents indicated that they wanted measures to slow down vehicles in the school zone around their school.

The present system to install calming measures is a multi-step process. It begins with a petition, then staff review against safety and technical warrants,  development of a solution to the local problem and a report to Community Council. Assuming a positive vote at Community Council a ballot is sent to local residents and assuming a positive vote the proposal will come back to Community Council for by-laws to be approved. The traffic calming project is then programmed for delivery.  The approval process takes a number of months to complete and project delivery can be several years away.

Recommendation:

Councillor Jim Karygiannis, seconded by Mayor John Tory, recommend that:

City Council direct the General Manager, Transportation Services to report back to the May 8, 2018 Public Works and Infrastructure Committee meeting on a streamlined process to receive and process Councillor and community requests for the implementation of traffic calming measures in school zones and community safety zones.
